Having served as Detective Lieutenant for the City of Yonkers (NY) Police Department, Joseph Recine provides Croker with more than 28 years of law enforcement experience, including 16 years as a supervisor. Recine retired as the Executive Officer and Major Case Coordinator, Internal Affairs Division. In this capacity, Recine was responsible for the management and coordination of major case investigations of the Internal Affairs Division, providing direction and leadership to a squad of investigators for investigations of corruption, excessive force, harassment, and misconduct by members of the department. In addition to meeting regularly with various levels of oversight and review, such as the District Attorney’s Office, Recine would prepare quarterly Use of Force data and reports for the United States Department of Justice (US DOJ). In his prior experience as an Inspections Lieutenant, Recine designed corrective actions to address identified problems, practices, and deficient policies to protect the integrity of the Department and limit liability exposure. He worked directly with command staff in implementing recommended changes and improvements and performed audits of investigative operations and procedures of several investigative units. Recine conducted training for police recruits and supervisors on the Policies and Procedures of the Department as well as coordinated the design and implementation of the Department’s Early Intervention System (EIS) and Performance Mentoring Program. He also acted as the Department trainer for the Use of Force Reporting procedures and was responsible for planning and instructing field supervisors to ensure compliance with Federal mandates and Department standards.
Joseph Recine possesses many training certifications including, International Association of Chiefs of Police (IACP) First Line Supervision Leadership, FBI Leadership Academy (FBI-LEEDA) Managing and Conducting Internal Affairs Investigations, New York State Division of Criminal Justice Services (NYS DCJS) Certified General Topics Instructor, NYS DCJS Certified Security Guard Instructor, Center for Domestic Preparedness Department of Homeland Security (CDP DHS) Civil Disorder Course, NYS DCJS Criminal Investigator Certification, NYSDCJS Incident Command Structure Course, among others.
Recine holds a Bachelor of Science (BS) Degree in Business Administration from Iona College (NY) and is a member of the National Internal Affairs Investigators Association (NIAIA).
