FIRE AND LIFE SAFETY DIRECTOR COURSE (F-89 / T-89)

Introduction / Course Description:

The Fire and Life Safety Director (FLSD) training course provides 31 hours of live instruction in fire and non-fire emergencies.  New FLSD candidates must successfully complete all 31 hours of instruction in order to proceed with the FDNY Computer Based Tests.

The course is separated into two (2) major sections as follows:

• Fire Emergencies (20 Hours) – Previously referenced as “Fire Safety Director”
• Non-Fire Emergencies (11 Hours) – Includes EAP, Active Shooter and Medical Emergency Preparedness Training 

What are the qualifications of the Fire and Life Safety Director? (As per FDNY)

1. Applicants must be at least eighteen years of age.  Applicants must present two pieces of satisfactory identification (i.e., driver’s license and passport picture ID).
2. Applicants must have at least three (3) years’ of full-time work experience in one or more of the following fields (in any combination thereof), OR 18 months’ full-time work experience in one or more of the following fields (in any combination thereof) that includes at least six (6) months of continuous employment at one work location (FLSD Qualifications)
3. Applicants must have a reasonable understanding of the English language and be able to answer satisfactorily such questions as may be asked on the examination.
4. Applicants must satisfactorily complete (attend and pass) a training course for Fire and Life Safety Director given by a school or other organization accredited by the FDNY.
5. Applicants must obtain a passing score of 70% on the Graduation Test given by the FDNY accredited school in order to apply for the Computer Based Test (CBT) / Written Exam.

What is a T-89 Certificate of Fitness?

Temporary Fire Life and Safety Director (T-89) is required in any hotel or a commercial building that has a Fire Safety and Evacuation Plan but is not currently required to file a Comprehensive Fire Safety/Emergency Action Plan.

The Temporary Fire Life and Safety Director must hold a valid Certificate of Fitness (after meeting additional requirements, specified in the Notice of Examination) and is responsible to implement the approved Fire Safety and Evacuation Plan for fire emergencies and take actions in response to non-fire emergencies as the building owner authorizes, based on the standard FDNY non-fire emergency procedures and the plan or procedures currently in place for the premises.

Introduction / Course Description:

The Fire Emergencies Course (previously referenced as the “Fire Safety Director” Course) is offered as a preparatory course for the Fire and Life Safety Director’s examination given by the Bureau of Fire Prevention of the NYC Fire Department. It consists of a 20-hour (total) two-week program. This course will cover local laws and their execution.

FLSD ONSITE EXAM PREP COURSE (F-89 / T-89)

Introduction / Course Description:

This six (6) hour prep course is designed to familiarize candidates with the NYC Fire Department study material in preparation for the Fire and Life Safety Director Onsite Examination.  The course provides candidates with a greater sense of knowledge and comprehension specific to the FDNY’s onsite exam.

This Fire and Life Safety Director (FLSD) Onsite Examination Prep Course includes (but is not limited to) the following topic areas:

CONSTRUCTION SITE FIRE SAFETY MANAGER COURSE (S-56)

Introduction / Course Description:

The S-56 Certificate of Fitness is required where a Site Safety Manager or Site Safety Coordinator is required by the Building Code for a construction site.  The Construction Site Fire Safety Manager (CSFSM) shall conduct an inspection of the construction site and all fire safety measures on at least a daily basis, and maintain a record when construction, demolition and alteration work is being conducted.

If the applicant is self-employed or the owner of the company, they must submit a notarized letter attesting to their qualifications.

Special Requirements for the S-56 Certificate of Fitness:

Applicants shall hold or possess ONE of the following Certifications or experience:

• A Site Safety Manager or Site Safety Coordinator Certificate issued by the Department of Buildings
• At least three (3) years of full-time experience within the past six (6) years prior to the date of the application:
  — Working for a governmental agency or a construction, design or consulting firm;
  — At construction sites upon which “major buildings” (as that term is defined in BC3310.2) are being constructed; and
  — With responsibility for construction site safety and/or supervision of construction
• At least eight (8) years of full-time experience within the past twelve (12) years prior to the date of the application working for a governmental agency with responsibility for conducting and/or supervising fire code or fire safety inspections or enforcement
• At least ten (10) years of full-time experience within the past fifteen (15) years prior to the date of the application working as a firefighter or fire officer in a paid fire department.

COORDINATOR OF FIRE SAFETY AND ALARM SYSTEMS IN HOMELESS SHELTERS  COURSE (F-80)

Introduction / Course Description:

All homeless shelters require an individual holding a Certificate of Fitness for Coordinator of Fire Safety and Alarm Systems in Homeless Shelters (F-80).  This certificate is also needed in any building or occupancy required to have a one-way voice communication system, regardless of occupancy classification, that is operated or occupied by more than 15 persons for a period of more than 30 days, including emergency shelters.  The F-80 Certificate of Fitness is premise-related.

Special Requirements for the F-80 Certificate of Fitness:

• A Valid Unexpired School Graduation Diploma
  Prior to taking the FDNY computer based examination, all applicants shall satisfactorily complete an approved course for Coordinator of Fire Safety & Alarm Systems in Homeless Shelters from a FDNY accredited school.  Applicants must attend all training classes to be eligible to take the training course’s final examination. School Graduation Diploma will be issued after the candidates obtain a passing score of 70% on the Graduation Test. Candidates shall be allowed two (2) opportunities to pass the Graduation Test. Candidates who fail the final examination on the second attempt shall be required to reattend the course in its entirety. The Graduation Diploma is valid for only one (1) year in order to take the FDNY Computer Based Test (CBT) (F-80).
• Verification Letter
  Applicants must present a verification letter from his/her employer, shelter director or the Department of Homeless Services (DHS).  The letter must be notarized.
• F-80 Application Form
  Applicants must present the F-80 application form completed by his/her employer, shelter director or the Department of Homeless Services (DHS). The form must be notarized.
• Audit Requirements
  The FDNY reserves the right to verify the contents of both the F-80 Verification Letter and the F-80 Application immediately after submission by performing an unannounced audit of the contents of the letter.  This audit will occur at the shelter location(s) in which the F-80 applicant is employed.
• Two (2) Homeless Shelters Only
  F-80 Certificate of Fitness holders can only be certified in two (2) homeless shelter locations at one time without applying for a variance.  Applicants must apply for a variance with the FDNY requesting permission to work at three (3) or more locations.  Both the F-80 Letter of Verification and the F-80 Application for each individual location are required.
• Exemption from S-95 Certificate of Fitness
  Individuals who are certified for the F-80 Certificate of Fitness will be exempt from having to obtain a separate S-95 Certificate of Fitness for Supervision of Fire Alarm Systems and Other Related Systems. This exemption is for Coordinator of Fire Safety & Alarm Systems in Homeless Shelters who work in shelters only.

FIRE GUARD FOR IMPAIRMENT PREP COURSE (F-01)

Introduction / Course Description:

In any occupancy where a required fire protection system is out of service, a fire watch shall be maintained by individuals holding a Certificate of Fitness.  For the initial four (4) hours of a planned or an unplanned out of service condition when the affected area does not exceed 50,000 square feet, the Impairment Coordinator or a trained and knowledgeable person who is capable of performing fire watch duties and is designated by the building owner may perform the fire watch duties.  After four (4) hours of an out of service condition, such patrols shall only be conducted by fire guards holding a Certificate of Fitness.

This two (2) hour prep course is designed to familiarize candidates with the NYC Fire Department study material in preparation for the Fire Guard Certificate of Fitness examination at FDNY Headquarters.  This course provides candidates with a greater sense of knowledge and comprehension in order to successfully pass the FDNY test.  This course is not required by code/law.  To become a certified Fire Guard, candidates must successfully complete a Computer Based Test (CBT) at FDNY headquarters.

Fire Guards are responsible for eliminating fire hazards and assisting in the evacuation of occupants during drills and in cases of emergency.  This three (3) hour prep course is designed to familiarize candidates with the NYC Fire Department study material in preparation for the Fire Guard Certificate of Fitness examination at FDNY Headquarters.  This course provides candidates with a greater sense of knowledge and comprehension in order to successfully pass the FDNY test.  This course is not required by code/law.  To become a certified Fire Guard, candidates must successfully complete a Computer Based Test (CBT) at FDNY headquarters.

Minimum Requirements:

• Applicant must be at least 18 years of age.
• Applicant must have a reasonable understanding of the English language.
• Applicant must provide two (2) forms of identification; at least one (1) form of identification must be government issued photo identification, such as a State-issued Drivers’ License or Non Driver’s License or passport.
• Applicant must present a letter of recommendation from his/her employer.  The letter must be on official letterhead, and must state the applicants full name, experience and the address where the applicant will work. If the applicant is self-employed or the owner of the company, they must submit a notarized letter attesting to their qualifications.

Note: Applicants not currently employed may take the FDNY Computer Based Test  (CBT) without the recommendation letter.  If the applicant passes the test, FDNY will issue a temporary letter with a photo for job seeking purposes.  The Certificate of Fitness card will not be issued unless the applicant is employed and provides the recommendation letter from his/her employer.

FDNY / Third-Party Fees:

• On the day of the exam at the FDNY, each applicant is required to pay a $25.00 fee to the New York City Fire Department.

SUPERVISION OF FIRE ALARM SYSTEMS PREP COURSE (S-95)

Introduction / Course Description:

Any building with a fire alarm system or other related system, such as a sub-system, is required to have an individual holding a Certificate of Fitness for Supervision of Fire Alarm Systems and Other Related Systems (S-95) physically present.  This two (2) hour prep course is designed to familiarize candidates with the NYC Fire Department study material in preparation for the Certificate of Fitness examination at FDNY Headquarters.  This course provides candidates with a greater sense of knowledge and comprehension in order to successfully pass the FDNY test.  This course is not required by code/law.  To become certified, candidates must successfully complete a Computer Based Test (CBT) at FDNY headquarters.
